  <description>A video presentation by as-Sahab, an al-Qaeda media production company, was issued on June 20, 2006, and concerns the May 2004 attack by four members of “al-Quds Brigade” in Khobar, Saudi Arabia, in which twenty-two hostages were killed from Halliburton oil installations and the Abdul Aziz Oasis complex for foreign workers. The 54-minute film is divided into three parts: general background of the operation, including words from a past speech of Usama bin Laden riling people against their non-compliant governments and focusing on the Halliburton corporation, and instruction from al-Qaeda in Saudi Arabia leader, Abu Hager al-Muqrin; an audio recording of the attack; and testaments from two individuals killed in the attack: Mujahid Abdullah Abu Nayan A-Sabi’i and Mujahid Turki Bin Fahd Al-Moteiri, the group’s leader. &#13;

Narration, footage, and still photographs show the presence of American soldiers in Saudi Arabia supported by the Saudi government, which is castigated for being a “renegade collaborator” that recruits apostates and armies to combat the Mujahideen. The statement from bin Laden, directing the Mujahideen to focus on Halliburton, is repeated as incitement and the impetus for the operation, the four Mujahideen of al-Quds Brigade setting out to attack “this place belonging to the cross,” a Halliburton-owned facility, that is observed as a tangible example of America occupying a Muslim country to “rob” its resources. Training preparation, including oral instruction, explosive detonation tests, and “everything else necessary for this blessed operation” are shown. &#13;

An audio recording from the attack, apparently captured by one of the Mujahideen involved is played; sounds of battle are clearly heard along with sporadic calls of “Allah is Great,” “Allah protect us,” Qur’anic verses, and commands to “Open the door!” The testimonials that follow speak of crimes committed by the infidels in Islamic countries in spreading corruption, violating women and slaughtering men, to which the rulers remain silent and conspiracies purportedly serving Israel prevail. Al-Moteiri and al-Sabi’I speak caustically of Islamic scholars who attack the Mujahideen and declare that their fight is not jihad. They also each cite the incumbency of jihad amongst the Muslim Nation, especially in Saudi Arabia, and remain steadfast on their path. &#13;

 dispatched on June 21, 2006, a translation of a message that accompanied the video, which stated that Turki bin Fahd al-Moteiri is the man whom Usama bin Laden intended to be the twentieth hijacker involved in the September 11, 2001 attacks. He was absent due to some “circumstances”. &#13;
